Microsoft Vista is not a supported platform for Eclipse 3.2.1.  Patches to support Vista were applied to the 3.2.1 stream based on an early Microsoft Vista release candidate.  Subsequent to the Eclipse 3.2.1 release, a later Vista release candidate required additional patches to Eclipse.  Full Vista support for Eclipse will be included in Eclipse 3.2.2, scheduled for release in February 2007.
