Add a .cvsignore for the bin dir

All of the epf plugins need to have a .cvsignore file with an entry for the bin
dir. This is important for contributers who submit patches, without the
cvsignore it is more difficult to create a patch because the addition of the
bin dir always shows up as a change in the patch unless you create a patch per
file instead of per plugin.

Added .cvsignore file to each plug-in project. Initially include the
Eclipse-generated 'bin' folder.

There are two major items that I hopefully "improved"
- Keyboard navigation didn't work in Mozilla/Firefox 
- Visuals
 - Tabs were getting broken on spaces and wrapped
 - Vertically center "Where am I" and "Tree Sets" icons with text
 - Make the tabs look more like tabs
 - Improve the visual contrast between selected tab on non selected. (On an LCD
the purple and green blended together as their intensity is very similar)

Latest code of EPF diagram package with more defect fixes. 
   Defects related sync between WBS and Diagram, Predecessor list, Extends
Activity diagrams marked readonly, handled local contribution and local

epf.msproject and epf.export.msp plug-ins have been added to the EPF source and
are ready for integration testing.

epf-composer-1.0-M2-I20060407-win32.zip uses the Rational Welcome page

Correct images have been added to welcome screen.

The I20060407 build has applet options on the publishing dialog. Publishing
stops abnormally if these options are selected. Publishing with these options
deselected generates a site with many broken links/images.

Publishing works with the latest source in CVS. Some publishing files were
missed in packaging the build. Jim is looking at this part.

The docroot folder was not included in the build.properties of the project, and
therefore not included in the I20060407 build. This was likely a result of the
2nd code merge.

Reopening. Wrong options are still showing on the publish options dialog.

Latest fix from Bing for epf.publishing and epf.publishing.ui addresses the
remaining issues. Setting this one to fixed.
