Check:

That the AUT Agent you want to connect to has been started and is running (Section 3.2.2, “Starting the AUT Agent”).
If you have not started an AUT Agent, you can work with the embedded AUT Agent (Section 3.2.3, “Connecting to the AUT Agent”). That you are connecting the AUT Agent to the right port number and AUT Agent hostname.
That you are connecting to the right version of the AUT Agent.
